Audio out of sync with video ... sometimes

I recently got a Dell XPS 8700 with an Nvidia Geforce GT 720 graphics card and Windows 8.1.
I watch any video,e.g., avi,mp4,mkv file, ar streaming video and the audio and video will be perfectly sync'd. Then I use the pc for any other purpose for a short time and play a video (even the video that played perfectly, perhaps 15 minutes ago) and the audio is very noticeably out of sync with the video.

The PC is connected, via an HDMI cable, to a Sharp LC-26DV22U TV set.

Please help if you can. Thank you.
 
I got my files from my personal video library for my Windows 7 Toshiba Laptop the streaming videos mostly came from CBS.com. Incidently, the videos from my Toshiba video library all work all the time on my laptop and on our old "Family PC" that I built 6 years ago.

I'm pretty sure it's not the videos that have the problem.
 
Folks this question has NOT been successfully answered! I, accidently clicked on a response as the solution and it was all she wrote. Just Wham! Bam! Another one solved.

Sorry to say, it's not true. Also, there's a fellow onthe Microsoft Community forum, named Nicolai who has, what sounds like the exact same problem and it's been unsolved for over 2 years now.

He's had his problem on both Win 7 and Win 8.

If anybody can help me, or Nicolai. It'd be appreciated.

By the way, anybody know how to say "oops, I accidently said this was answerd when it wasn't?" I'd like to re-open this question.
