Question Audio stutter/sloppy game/animation delay/micro freezes

Hello, so I started having this problem probably in 2019, and cant fix it.

Everything started from weird sound stutter, while watching videos, or in game. Like I watch youtube video, or twitch stream or playing league of legends, and it randomly goes weird sound stutter for like 1second like a quick little buzz or stutter TRRRRRRRRRR and everything goes on. Then I started to lag in league of legends, even tho my fps and ping were completely fine, 100+ fps stable 40ms, so I shouldnt have any lag/delay in game. It feels like everything so delaying, and not smooth. Even my movement so slow, and doesnt go how I want to. Like I can feel even from league of legends movement that its kinda sloppy and not smooth. This started on my old pc, so I was talking a lot with league of legends support, and they said its due to DUO CORE PROCCESOR, then I changed proccesor to quad core, and nothing solved, and after a lot time I was tired, that I cant play game, and have those weird sound stutter, I upgraded and bought my new pc, but I still have even on new pc those, weird sound stutter, and micro freezes. Like i watch youtube video, and sound goes for 1s TRRRRRRRR while video is completely fine. Also I cant play League of legends, even tho I have on new pc 150-200fps, my internet is good stable 40ms in game. Also they said im having lags, due to ISP, so I called to isp, they came to my house tested, and said everything is completely fine.

Tryed literally everything from clean bot, windows reinstall, calling ISP, updating drivers to newest, BIOS, setting affinity to high, turning vsync on, off, changing from full screen to bordeless and etc. Nothing helped, also had same problems on old pc and even on new pc nothing changed, I DONT UNDERSTAND WHERE'S THE PROBLEM. How I can laag with good fps and low ping, and hear those sound weird buzzer stuttering sound TRRRRRRRRRRR.

Could this be a problem, but I dont understand. For first like 3 minutes everything was 0% packet loss, and latency was 20ms, then It started to rise from 1% by like 0,3 every few seconds, and become into snowball and getting near 100% on hop 5 and latency max ¬200ms. My internet speed on speedtest 4 ms dowload 95mb, upload 45mb. Does someone undersstand what's happening. I also called ISP, they came to my house but they couldnt find anything, and said everything is alright, try Ethernet cable directly to computer, but that also doesnt change anything. Also when I write in cmd ping google.com -t. It always shows 0% packet loss

I have 100 mbp/s plan. My speedtest 95mb's dowload 50mb upload, 4 ms. My ping in game never goes high its always around 40ms, and my fps is good. But I started to having huge lags/stuttering/delay in league of legends. Riot suggested me to show pingplotter graphs. They telling its my isp problem. I have requested isp, and they came to my home, tested a few things, updated drivers, and said everything is good. But I think im having packet loss.

This is where running magic tools and not understanding how they work makes the tools rather worthless.

The first group show no issues to the final nodes. They only show problems to intermediate hops. This has to false data. If a hop was actually dropping 50% of the traffic how can the traffic that then goes to the end node lose 0%. Many routers are designed to priorities passing data than responding to testing tools. They also are configures to only respond to some fixed number of requests from all sources in a period of time to avoid denial of service attacks.

The last 2 maybe show a problem. 100% loss is obviously also a lie since you could not even play the game if that was true. There likely is a firewall blocking ports other than the game ports so ping and trace are not allowed. The 50% loss maybe a issue and maybe its a just a testing things again. But lets say it is the problem what can you possibly do, it is the game companies router and network not yours.

This is technically true for anything outside your ISP. Pretty much if you don't find the problem in the first couple of hops you are never going to get it fixed. Even if hops 4 &5 where actual issues they are not in your ISP from what I can tell.

Your problem is likely something other than simple network issues. It is not the common issue with your router or the connection coming to your house. I would be more suspect of the game...or more something like a video driver in the game causing delays.

Not sure what to suggest. There is nothing network wise that shows issues you can do anything about.

My windows completly okay, because I had the league lags, on windows 7, back in 2019 november when everything started, then I tought its because my windows need windows 10, so I upgraded to windows 10 home, and situation didnt changed, so its not windows problem, and are you sure I dont have any packet loss? Because i really dont understand those ping plotter graphs, I just see iu have like 30-50% packet loss on 4-5 hops.
