automatic or manual cpu fan control

I just got a new pc and theres nothing wrong wrong with it, but the cpu fan (and the fan i have connected from CPU OPT) get quite loud at 20% cpu usage. My question is, should i have these 2 fans set manually to a certain RPM or should i leave it at Automatic? I havent tried gaming yet since i have a slow internet connection and it takes a while to download games.
specs:
Asus ROG Strix GTX 1070 OC
i5 8600k
16gb g.skill trident z rgb 3000mhz
Asus ROG Strix Z370-f
NZXT S340 Black

i have also not connected the fan headers for the NZXT fan as it is super loud even at low rpms other 3 fans are Noctua NF-A14 PWM.
 
I've always like automatic fan control. You probably got a case with cheap fans, and those are both notoriously noisy and relatively ineffective. Upgrade to something better (and if you like flashy lights, they make fans with those, too...)
 

my noctua fans that are on the front of the case are completely quiet and are pushing a ton of air, the only fans that are making noise (when going around 20% cpu usage) is the cpu coolers fan (be quiet dark rock 3) and the 3rd noctua fan that is on the top of the case. The 3rd noctua fan i tested before mounting it and it was super quiet. it only started after i put it to cpu opt and it became automatic
 
are the fans turning on to full speed when they come on, or are they coming on at some reduced speed? (are you using 4 pin or 3 pin fan connectors?)
 

they arent full speed when they come on, if you mean starting the system, they do go a higher speed for a second or so. the fans and the cpu cooler fan have 4 pin connectors.
 
Well, it sounds like everything is set/hooked up the way it should be. I'm not sure that there's anything you can do to reduce the fan noise except swapping out fans (you might try a different slot in the top case fan) for different brand/model.
