How about after 100 posts you can post 80x80 at 10K but after 1,000 and then 10,000 posts you can post something bigger?

No, max. size for avatar should be same for all users. If it's 80x80, then 80x80 for everybody.

I can agree with 100 x 100, if the max. file size stays 10k.

Me too. It wont take that much more server space.
I think that is the default for PHPbb software is 80X80 but it's easy to change in configuration.

10k is more than enough for 80x80 or 100x100 avatars. If you want to show us a movie with your avatar, then it's your fault.

It isn't 10 K now. try to load a 10 K file and it won't load.

Even if it would load 10K isn't enough.
