Question Average FPS is high but single digit 1% and 0.1% lows ?

I experience a lot of microstutters in almost all games (except tf2 probably), and my 1% and 0.1% lows are atrocious - they are around 3-1 fps, meanwhile average fps is 130. I only recorded them in one game (dead space remake), but stutters appear in every game, so I think this is happening in other games as well.

I recently upgraded my pc and replaced everything except discs, keyboard and the monitor (monitor is ~ 3 months old), but the issue still persists. Current specs:

CPU Ryzen 7 7700, GPU RTX 5070, PSU DEEPCOOL GamerStorm PN850M, MB 650M Gaming plus wifi, RAM 16x2 ADATA XPG Lancer Blade, Samsung SSD 970 PRO 512 GB, 2 x 4 tb Toshiba HDDs, LG Ultragear monitor​


What I tried:
  • Changing power plan
  • Disabling monitor audio (nvidia high definition audio)
  • enabling A-XMP
  • Using DDU and reinstalling drivers
  • Several windows reinstalls
  • Deleting Nvidia app
  • Locking framerate + vsync + gsync
  • Disabling game mode and game bar
  • scf scannow command
  • installing games on ssd instead of hdds
  • checking disks health (all 100%)
  • Disconnecting LAN cable
  • Disconnecting the keyboard or the mouse. The latteer seemed (only seemed though) to help the issue (the mouse is old), but I am not sure yet, will need to test with a different mouse
  • Problems started before I installed msi afterburner, so it cant be the issue as well
  • the GPU is powered via 12v 2x6 connector, so that cant be the issue
  • I use Display port
Maybe the BUS usage is some kind of a lead? It seems to be frequently hitting 100%, but when I googled this I couldnt find any information on whether this could cause problems or how to fix it.

Alright, so I understand why my cpu benchmark score is lower than it should be - limiting cpu power to 99% does that for some reason. Although removing the limit has no positive effect on stutters. I tried reinstalling windows a second time, and also removing one of my hdds, replacing LAN cabel, DPI cabel and SATA cabel. Nothing worked. In fact, after resetting windows it became worse:
  • weird cpu temp spikes for no reason (from 40 to 69 in idle, never happened before the reset). I think I fixed this by increasing cpu fan rpm, but still strange this issue appeared only now
  • Stutters increased in frequency - now they happen each 4-10 seconds.
Tried using mon latency programm - it detected some issues. but after removing 99% limit on the cpu they went away.
Also tested userbenchmark, everything seems to be fine:
UserBenchmarks: Game 121%, Desk 116%, Work 121%
CPU: AMD Ryzen 7 7700 - 116.2%
GPU: Nvidia RTX 5070 - 101%
SSD: Samsung 970 Pro NVMe PCIe M.2 512GB - 362.7%
HDD: Toshiba MC04ACA400E 4TB - 103.4%
RAM: Adata AX5U6000C3016G-DTLABBK 2x16GB - 150.8%
MBD: MSI B650 GAMING PLUS WIFI (MS-7E26)

Tried disabling tpm (saw this could help in other thread) - this caused my pin code to stop working, so this is a dead as well.

Does anyone have any other programms/things I could test out?

Did you clear CMOS. This is important. You may have to take out the GPU t remove the battery, while you clear RTC (CMOS).
yeah, I did clear it several times - (some of my other tweaks like disabling tpm forced me to reset the bios again). I cleared it in the bios settings once, and then cleared it two times via motherboard jumper (used a screwdriver to short it).

So, I decided to completely ditch the Hard drive and keep the ssd only. I cant say for sure, but it really seems this improved things quite a bit - I will probably need more tests to know. I dont know what helped - games being installed on ssd? hdd being disconnected? I tested hdd's health, and it was good, so I am leaning into the second option (even if it sounds unlikely). I will try playing a bit more with and without the hard drive installed

I retested latencymon today, and it appears the 99% limit on the cpu power wasnt the cause of these issues. Does anyone know how to fix this? Do I need to delete or update some drivers?

this is normal if you alt tabbing mid game or changing resolution


as for your main issue, bus load is quite high, which is weird with 12GB vram and like only 7GB used...usualy its high when game has to swap (not enough vram) or pcie link is low version/low amount of lanes available, which your gpu-z screenshot shows as working fine...so thats kinda weird
but you do have issue with pci-e bandwith for some reason
try switching to gen4 in bios settings
