Awful fps after resetting my PC

It’s your CPU, not your GPU. There are several things I notice on your userbench mark score.

One is your background CPU usage is high. But it is not high enough to give you the drops from 150fps to 10fps. Your back ground is at 12%, it should be at least below 10 when gaming. So go into task manager and close out some of your background apps.

The other thing I see is in your CPU average clock speed. Your CPU scored in the 3rd percentile. That means that 97% of other 4690s scores better. If you look it says your base clock is 3.5ghz, but your turbo is 1.7. Your turbo should be higher than 3.5. What that means is that your CPU is downclocking and instead of running at 3.5 it is only running at 1.7. That kinda drop in clockspeed can...


It's possible something may be causing your cpu's integrated graphics to be used instead of your discrete GPU.

Have you moved your PC or unseated your graphics card recently? Check Device manager to see if you see your GPU listed under display adapters. Is your FPS fluctuating or steady at around 10fps? I am assuming your display cable is plugged into the GPU not the motherboard right?
 

I've checked everything you told me to. I see my GPU under device manager and it says it is working properly. Also my display cable is plugged into my GPU. The fps is fluxuating from like 60 sometimes to like 10 and it stays at ten for most of the time and its annoying and i cant play any of my games.

My guess is that your CPU is overheating. When CPUs get to hot, they downclock to prevent damage. Check your temps under load. Play a game in window and have hwinfo running beside it and watch your CPU temps. My bet is they are getting in the 90C range.

Check your CPU cooler. Did you move it recently? Make sure the plate is seated on the IHS properly. The thermal paste also needs to be applied properly. Too much or too little will cause problems.
