Question B4 boot error

Hello fellow tech enthusiasts, first time posting here after failing to get answers elsewhere about an issue I have been having with the PC of my brother that I've been troubleshooting.

Ever since we had a power outage about a month ago the system has on occasion failed to boot properly - not sending a signal to the monitor, usually turning off and back on the PSU has done the trick (got this from a Microsoft thread).

However, last weekend the problem worsened to an 'unfixable' state. At this point I suspect the issue is PSU related (which has always been on the absolute limit in terms of wattage (650, gold cert) compared to what its powering (10700K and RX6950 XT combo).

The error that has currently been the most persistent throughout all attempts to identify the issue has been 'B4', as indicated by the debug LED (ASUS ROG Z490E motherboard). Per the manual, this means ''USB Hot Plug''.

I have attempted a few permutations:
  1. GPU removed, peripherals (USB) connected; PC boots properly.
  2. GPU in PCIe slot 1, peripherals removed; PC boots correctly.
  3. GPU in slot 1, peripherals connected; PC doesn't boot correctly.
  4. GPU in slot 2, peripherals removed; PC boots correctly.
  5. GPU in slot 2, peripherals connected; PC once again doesn't boot correctly.
I have also updated the BIOS, reset the CMOS and updated pretty much any firmware I could think of. I also did a memtest that came back without issues.

At this point I think it is safe to conclude the PSU might have taken a hit after the aforementioned power outage, or is there something I am overlooking at this point?
Beyond this I am honestly stumped, and I'd rather first try the 'cheap' option of just a new PSU rather than concluding the motherboard has an issue (which was my initial thought considering it gave 'USB Hot Plug' errors without anything in the rear IO.

I think you are a couple of hundred watts light on the psu.

Yes, I realize the listed wattage requirement is definitely a significant chunk higher than the listed requirements for the combination of specs here. At the time we had just upgraded the GPU as the old once (a hand me down) died. We consulted people at the time and considered the options, and since most people were of the same mind that 650 would be fine if you didn't OC or run it on max load constantly (neither are applicable here to this day), since the listed wattage requirements are generally overexaggerated.

And it worked fine for nearly 2 years. Still, I'm just going to presume something must have broken down inside, or simply deteriorated the PSU when we had the aforementioned outage a while back, causing the issues we have now.

Definitely gonna throw in a new one (shopping as we speak) with some more wiggle room and see if the issue persists. Gonna keep the thread open in case anyone has any suggestions beyond that.
