Question B450 a pro max problems

So I recently upgraded a number of my pc parts. I went to full atx MSI B450 A PRO MAX with RYZEN 5 4500, T FORCE DELTA RAM, 700W PSU, 2070 SUPER GPU. I did a bios update but when I power up my cpu debug light is on and my gpu doesn't power up. I can't seem to get picture or any kind of boot up screen. I've read that some people have never fixed this problem hopefully you guys have some ideas

brand and model of this 700w psu?

might need a bios update to work with that cpu

Did you check the CPU compat list to be sure the 4500 is?
