Question B450 Aorus M not booting past BIOS

I'm having trouble getting my recycled build to boot past BIOS.

It's comprised of old parts from my current PC that I upgraded.

Ryzen 2200g
Stock Cooler
B450 Aorus M
Kingston 2400 speed RAM
120G SSD, 1TB HDD
No GPU
Thermaltake 700W PSU


When I power the computer on, it shows the Aorus eagle and I can get into the BIOS if I press the del key repeatedly. I can move through the BIOS no problem...

However, when I try to boot into Windows, it goes through the motions and then power cycles. When looking at the troubleshooting LEDs on the board, it cycles through the VGA and BOOT leds, and as soon as it gets to the PSU one it powercycles and then the RAM led lights up for a while. Rinse and Repeat...

I've tried a couple different things, unplugging drives to boot from my Windows USB stick, trying the ram in different slots, one or both sticks at a time, reseating the power cables and psu cooler... nothing works. The farthest I've gotten is for it to show the windows screen with the loading circle, but it still power cycles at that point.

Any ideas??
 
Up until about 10 mins ago, I wasn't able to get anywhere past BIOS...

However, I think I've narrowed it down to the drives or the SATA power connectors... I was able to get through to the Windows install screen when both drives were unplugged..

So I tried plugging the drives back in and came across the same problem. Then I switched the SATA power cable (modular psu) to a different one, and was able to get to the Windows install screen with the SSD plugged in, but when I tried plugging in the HDD as well I ran into the same problem...

I was hoping to clone the HDD to the SSD and make it my boot drive, while retaining the same Windows 10 I was booting into on the HDD (same programs installed, etc.). I know the HDD works fine, I've used it in a different computer plenty of times.
