Question B450 DS3H WI-Fi motherboard no video output. pc turns on completely.

For context: old motherboard got fried during shipping, bought this motherboard to fix pc.

Upon installing everything, I got my pc to boot but there is no video output. So I assumed the CPU was fried and bought the same cpu and there is still no video output. Everything powers on, the cpu fan, case fans, ram rgb, gpu fans etc. Just no video output.

things I have already tried
-Seperate GPU
-1 ram stick in each slot
-clearing CMOS
-disconnecting sata
-removing m.2 ssd
-another psu
-reseating cpu
-displayport and hdmi (monitor confirmed to work)

Ryzen 5 3600x
gigabyte 4060ti
Gigabyte b450 DS3H Wi-FI motherboard
Corsair RGB pro ram 32 gb
800w psu
1tb m.2 ssd
256gb sata ssd
1tb hdd
hyper 212 cooler

also yes it is plugged into the gpu, not the motherboard.

Really desperate for some help, i don't want to believe I got another bricked motherboard but at this point it seems like the only possible answer.
 
the BIOS of the motherboard might no be compatible yet. you might need a 1gen or 2nd gen to update the bios and then the 3600x should work.

ram is in the correct slots?
psu is connected completely? 8pin ATX connected? GPU power connected?
power cables are original from the used PSU and completely plugged into it as well?
which psu model is it exactly?
why was the 1st motherboard fried?
