Question B450 Pro4 won't post

I have a Asrock B450 Pro4 motherboard paired with a Ryzen 3 2300x and a RX 570 that won't post. I've tried everything like clearing the CMOS and reseating components to no avail. All it does is stay on and rev up and down the heatsink fan and then going full blast without displaying anything. Any solutions?

Asrock B450 Pro4
Ryzen 3 2300x
8gb of Samsung 2400mhz DDR4 RAM.
RX 570 (Also tried an RX 560, still didn't work.)

That's all I have hooked up to my Insignia 450w power supply NS-PCW4508.
