Question B450 Tomahawk max CPU's red indicator on after OS shut down

Hey everyone,

Suddenly, my PC, with a B450 Tomahawk MAX motherboard, is throwing a real curveball at me. After shutting down the OS, the CPU red indicator turns on, the processor fan goes into overdrive, and the whole PC refuses to truly power off.

I've been down the troubleshooting rabbit hole and could really use some fresh eyes. Here's what I've tried so far:

  1. BIOS Update: Flashed the latest BIOS version.
  2. CMOS Reset: Popped out the motherboard battery.
  3. Fresh OS Installation.
Unfortunately, none of these heroics have calmed the red light or quieted the fan, after OS shut down. Also CPU temperature is normal, and the cooler is stable.

So, tom's HD fam, I'm throwing it out to you. Any ideas on what could be causing this post-shutdown drama? Has anyone else encountered this with their B450 Tomahawk MAX?

Here's some extra info that might be helpful:

CPU: AMD Ryzen 5 1600af
MB: MSI B450 TOMAHAWK MAX (MS-7C02)
RAM: 32 GB 4x8GB DDR4-3200
GPU: NVIDIA GeForce GTX 1660 Super
PSU: Thermaltake Litepower 650W

Any insights or suggestions would be greatly appreciated!

So, I have to replace the PSU? I'm not sure if it will solve the problem or not... I live in a far area with no shops or services.... it's long story, is there any other ideas I could try?
 
The PSU is such poor quality, that I'm not comfortable exploring further while that's in the mix. It's very possible there's already some kind of damage caused by it. I wouldn't ever be comfortable even having this PC turned on with this GPU/PSU combination.

Recently, I replaced the PSU with a Corsair RM750e, and the problem still existed! 🙁
