Bad Anti-Aliasing On Good PC

So for the past 6 months or so I've been having terrible graphics problems. When I built my pc about a year and a half ago it rand like a champ, now it can barely run any of my games. I think I know what the problem is but not how to fix it.

In games all the edges of buildings, walls, trees, etc. Have a terrible shimmer and flashy look.
Games like Blackwake and Arma 3 are just unplayable at this point.

I've tried resetting windows, toying with every in game setting, configuring Nvidia control panel settings, changing wires, cleaning the dust out of my pc, talking to Nvidia support, checked glu/cpu temps, upgrading my graphics card from a GTX960 to a GTX1070, checking for malware/rootkits, updating my bios, rolling drivers back, updating drivers, and a number of other things.

I have no idea what to do next! I've already spent 500 bucks on a new card I don't want to spend anymore money unless I have too.
