Question Bad contact between the chip and heatsink.

Hiii. On my old retro graphics card, the temps on the desktop are way too high, like in the 60*C. When I play a game, the temp barely changes. The heatsink is barely warm, too. I replaced the thermal paste but that didn't help, and I even tried a thermal pad but it didn't make a difference. Can I try using a 0.3 mm copper plate instead? Is that safe?
