[SOLVED] Bad CPU/GPU usage in Assassin's Creed Odyssey

I have a Ryzen 5 1600 and 16gb DDR4 3200 and a Radeon 5700XT AE. Assassin's Creed Odyssey (in the benchmark) runs 47 fps in 1080p max settings... And the game rarely used much more then 55 percent of my CPU. The GPU usage is all over the place also, going from 70% to 42%. Shouldn't it use close to 100 percent of my CPU and GPU? Thanks. Also I have stuttering in some games, while other games run just fine and as they should, is this an issue with my B350 motherboard and the 5700xt ae?

I will run the Oddessy Benchmark set to Ultra on my OC'd Ryzen 5 2600/GTX 1660 Ti Armor OC rig later and let you know what my fps and CPU and GPU usage are.
If I recall correctly my GPU was up in the 90+% range when I ran it at Very High settings.

Set on Ultra my CPU was from 50 to 60% and my GPU from 90 to 96%.

I'm having the exact same issue. I've been in contact with XFX and they emailed me some troubleshooting steps that I had already tried unsuccessfully. I have an Acer XF270H 1080P 144hz monitor and if I change my resolution to 4K my GPU runs at 99% in every game with obviously low fps. When I just run it at 1080P most games only utilize the GPU at 30-50% on AVG. I've tried everything including trying the card in different systems which produced the exact same results, DDU'd and installed every available driver version.

My system:
ROG Strix B450F Gaming
Ryzen 2700/3600 (same results with each CPU, installing in my brothers system with 9700K also had the same results)
Corsair 650W PSU(Also tried a 1200W PSU)

Coming from a GTX 1070 this has been a terrible experience. While that card was starting to show its age, I NEVER had any issues with it.
