Question Bad CPU or MOBO?

My friends PC will no longer start up. We hear a buzzing sound coming from either the CPU or MOBO. It's coming from the CPU area but we can't tell if it the CPU or MOBO. He replaced his PSU but the issue persists.

When I unplug the MOBO the buzzing stops and right in the middle of unplugging the MOBO his RGB fans light up and so does his case for a split second. Everything started when he put a RGB LED strip into his case so I was thinking maybe something happened to his MOBO in the process of putting them in.

What is more likely to be the issue? I'll try to provide more info if needed.

Please post the full system specs.

The 'buzzing' could be coil whine, coming from the VRM around the CPU socket - but that would be very strange while off/not under any kind of load.
