Is a high ping a problem? What's really bad and what happened before lately? How long has this been happening? What was your ping before this happened? What does speedtest.net or your preferred speedtest site say about your ping? 150ms or higher? What connection type do your have? Cable? Satellite? Fiber...
good thing about cat5 and cat6 cable is its super cheap.

it "could" cause issues if cord is split/frayed and u can see wires, but if its just damage to the protective layer(outer one that holds the rest inside) its likely ot the issue.

again. cat5 and cat6 cables are super cheap. cant hurt to repalce it and see if it helps.
 


Yeah some of the wires have holes in them, but sometimes the connection works fine and others it doesn't could that be normal?

Fiber? https://www.wikihow.com/Test-Network-and-Internet-Latency-(Lag)-in-Microsoft-Windows are three ways you can test for lag. It also shows you how to test for packet loss.

Irregardless of those tests, the cable needs to be replaced.

electricity is fickle.
at times it is normal, but if there is a bad section at tiems it could act up causing networking issues.

anytime a wire has holes/exposed parts usually means needs replaced just for safety reasons.
