Bad FPS in nearly all games with decent hardware

I have a pretty decent rig but all of my games seem to be lacking. A game that I got recently that was supposed to run good was the Witcher. Whenever there are multiple people on screen or I'm looking over a large distance my FPS will start dropping noticeably. Even when playing Team Fortress 2 if there are a bunch of people on screen my FPS will start to drop. Something else weird is that WoW seems to run fine, except for big cities but I figured I would get a bad FPS in places like those. Here are my specs.

GPU: ATI HIS 6870 (overclocked)
CPU: AMD Athlon II x3 455 3.3GH/z
RAM: Crucial 4gb 1333 DDR3 (Don't know the exact model)
MB: Biostar A770E3
OS: Windows 7 Ultimate 64bit

I don't know what to do. Could it be possible that my GPU isn't in the slot all of the way or something? Also my hard drive was taken from my old HP computer from 2007. Could that be causing the problem? Any help would be great. If you guys need anymore info I will gladly tell you anything.
 
Well I usually play with AA either turned off or set to 2x. I know that it effects performance so I tend to keep it low/off. As for my resolution I usually play on 1440 x 900.

Also another game that seems to run fine is Just Cause 2 and that game is way more demanding than TF2.
 



I have a pretty hefty rig

5870 overclocked to 950mhz
phenom x2 4.0ghz 2.6ghz northbridge water cooled
16gigs ram 1600mhz

I get 35 fps. I overclocked my processor to 4.2 and got no fps advantage, overclocked the l3 cache controlled by the northbridge 10 fps jump in the town in the swamp. so before it was 25fps.

you need to get a better processor to unleash one of these units, but the claim that the fps should be 60fps in the witcher at 1080p... no way! maybe at 720p.

my friend has a

core i7 2600
with a nvidia 570 superclocked he only gets 35fps
he got 60fps only when he got his second 570 superclocked in the system and even then it hovers around 55fps with everything maxed(no ubersampling) at 1080p

if you want to unleash this graphics card 6870 you need to get your processor to atleast 4.0ghz and 2.8-2.9ghz northbridge. burn your x3 to discover how to overclock the phenom 2. then get yourself a 1100t they are manufactured using a low-k method. this means it can be overclocked better.

overclock your x3's northbridge to it's maximum setting get that l3 cache to atleast 2.8ghz before going on to the cpu frequency. then you'll notice some serious fps gains in older games but not that much on the witcher 2.

 

what settings are you at wile playing the witcher 2? I ask because if you are trying to go full setting 30FPS is about as good as it gets there. SO could you give us a few examples of games that your conserned about then what FPS your getting and finaly at what settings your playing them at. Again 30 FPS for the witcher if fine unless your turning settings way down. Also keep in mind that from a FPS standpoint playing games online is not the best benchmark as having more people on screen and such can affect performance and have nothing to do with your computer setup or hardware. :)

For example I play The Witcher 2 at full settings at 1080p and get about 40FPS with a 6950 overclocked real high and a 4.0ghz Phenom 2 X4. So at those settings I would guess a 6870 would be below 30 so with you turning some settings down 30 FPS is about right it is a very resource hungry game.
 
Backing up what CBurke says - I have a similar rig to his and I pull in even less fps on high settings on witcher 2. It's a really high-demand game. The fact that you get that framerate from a 6870 is pretty darn good.
 
Also I've come to the conclusion that my CPU just sucks. After overclocking it recently I was able to get TF2 to run at 60 frames so yay. I'm just gonna but a new CPU. Probably and Phenom 6 core.
