bad fps while streaming on OBS

My rig is
Intel Core i5 CPU 750 @ 2.67GHz, 8.0GB RAM, AMD Radeon HD 5700 Series
and I run games on 120fps and I was streaming dungeon defenders 2 and it was so chopppy I spent hours looking for a fix but

As for your problem you have a CPU that's starting to be considered low end, and a GPU that is. You might just need new parts.
