Bad FPS with a decent pc

Hey everyone,

I've recently upgraded my GPU to an RX480, and I've got really odd and low FPS on several games, while a friend of mine with a lower spec CPU and GPU get a higher fps with the same settings (I've used GTA V for the benchmark but it happens in a lot of other games such as Fallout 4, Dragon age inquisition etc)

My PC specs are:

CPU: I5 3570K Ivy Bridge
Mainboard: Gigabyte Z77X-D3H
GPU: MSI RX 480 GAMING X 8G
Memory: 16GB (2X Micron technology and 2X Corsair)
Power: Seasonic S12II-620

I would love to get your opinion and help,

Update:
I've ran 3dmark and watched the temperature, the temperature didn't exceed 84 C

I'm running the latest beta drivers and i've performed a full format of my pc after installing the new GPU

Normally I would agree, but how can it be that a lower end pc with a lower end GPU gets a better fps with similar settings in the same game?

He has a gtx 970 and an intel core i5 3470

We both run the game with every setting on high (not very high or ultra). and without reflection msaa and without extended distance scaling.

I run the game with msaa X2 and gets an average of 45 to 50 fps with occasional dip of 35.
he runs the game with msaa x8 and gets an average of 60 fps.

Also a quick thought, can it be that my power supply is to low?
 
Your PSU is fine.more than enough.

Dips to 35fps would point me towards a CPU issue rather than GPU.

Have you done a stress test load on CPU while checking temps & clocks ??

Is that 84c temp on GPU ??
Its within spec but hotter than I'd like personally.

What's your case & cooling like ??

I haven't done any stress test to the cpu, can you recommend a good program to do it?
the 84c is from the GPU,

the case is a cm storm scout 2
there is a single out fan on the back of the case and the cpu fan is an alpine 11 rev2
