[SOLVED] Bad FPS with a good system ?

My rig:

cpu:
Ryzen 7 5800x
temp- 60-75 under load

Gpu:
3070 OC

Ram:
32gb ddr4 3200

correct timings and installation and xmp enabled in bios

The problem:

My buddy and i have the same settings in almost every game. he gets consistently 1/2-2x the framerate i get. he has a significantly weaker system with a 207, i5 10400. im wondering why he gets way better frames than i do with the same settings, and weaker specs. any help?

I feel like someone will inevitably ask: yes i have my monitor plugged into gpu not on integrated, yes i have frames unlocked in games.

Check for things like Xbox DVR and Game Helper are disabled.

Check for DLSS enabled, RT disabled, no 4k DSR etc. You say the same settings, but that's rarely the case, even with game presets. All it takes is a difference in global settings for stuff like grass detail to totally mess with fps results.

also 65-75 cpu and 70 ish gpu
Well that cpu performance could do it. As the temperature is ok I’d suggest making sure your BIOS is up to date, if it already is try settings it back to factory defaults and let it reconfigure itself.

Reboot and wait a few mins then run UBM with the browser closed.

https://www.userbenchmark.com/UserRun/50678721 updated results, i wasnt really thinking as i posted this threat at like 3 am local but i had a stream and discord open when benchmarking. this is more accurate (this is with nothing running). i use discord when i game but so does my buddy and he still has better fps

That's better.
You still have background stuff perhaps see if you can skinny that down.
Looks like you quite a ways behind with the bios perhaps update that and the chipset driver if needed.

i just disabled xbox dvr, i dont see game helper anywhere on my pc or in any settings. i have tried game mode or whatever the microsoft thing is called both on and off. ive tried matching buddies settings exactly and even turning everything as low as possible. still not great performance. originally i thought it was bad thermals since my case doesnt have great airflow but i have a nice water cooler and get decent thermals under load. thanks for the suggestions
 
The 3070 has settings in nvidea control panel that the 2070 doesn't have. Those are global settings which get enabled by default since it's quite obvious the card can do it. Not everything is tailored around fps. The slider for performance/quality sets higher standards for a 3070.

Turning graphics to low doesn't help you. In a match up with the 2070/i5 that's actually in your buddies favor. There's 2 kinds of settings in game. Cpu bound and gpu bound. Cpu bound is viewing distance, Ai, lighting affects and shadows, 3d objects etc. Gpu bound settings are the graphical details, tessalation, character details, colors and transparency etc.

By lowering the detail preset to low, you alleviate much of the stress on the cpu, helping to raise your buddies fps. If you want to kill his fps, you need to Add presets, high or ultra. Having the stronger cpu, you'll get less of a hit as more cpu bound derails get enabled, maxed etc. Then it's on the gpu to paint that frame at the resolution. There you again have the advantage, your 3070 is more equitable to a 2080ti vs his 2070.
