Question Bad frametime and psu noise

So i got some issues with my pc and im trying to figure out the cause. The first issue is that i get some bad frametimes in most games and i notice the stuttering in the gameplay which is too annoying. I used to blame the game optimization or windows updates or other things, but im thinking that something is not right. The second issue may be combined with the first one, i have noticed a small electrical sound coming from the power cable of the psu although i may have switched it off. I heard the sound yesterday for the first time and i think that it causes some interference sound in my headset too. When i unplug the cable the sound is gone. I had heard only the sound in the headset many times but i thought that it was gone some months before that i updated BIOS and sound drivers. The pc was build about 1 year before and the strange part is that i had bought another PSU, i heard that electrical sound and i returned it to the store. They tested the PSU and they noticed some issue with the voltage i think, so i got a refund and bought a better one.

My setup:
Ryzen 5 5600x
Gigabyte 4070 gaming oc
2x16gb Kingston fury ram
Samsung 980 pro 1Tb m2
MSI tomahawk b550 max wifi
Be quiet dark rock cpu cooler
Be quiet 500fx case
Be quiet straight power 11 (or 12 maybe) platinum psu

I have checked all connections, i have connected 2 separate cables on GPU. I dont have any overclock except for PBO auto and XMP for rams. I have also updated all nvidia drivers and windows 11. I have a UPS that i bought some months before, connected to the pc. I dont know if the frametime issue is caused by cpu bottleneck. I dont know if i got another faulty PSU that i should return it again (im super unlucky) or it is coil whine and everything is ok. I have tried to check the PSU in windows from HWinfo and the voltage for 12V, 5V and 3.3V is good. I have updated BIOS too, but i have not tried a clean install of windows. The power cable that im using on PSU was included in the box.

If anyone has an idea or advice how to troubleshoot the issues i would be glad. I hope that i will not start reading that my pc will burn and things like this.

What BIOS version are you currently on and did you clear the CMOS after verifying that the BIOS was flashed successfully?

As for the sound you're hearing, you might want to narrow down the source of the noise. Roll up a sheet of A4 paper into a cylinder and hold one end to your ear. Use the other end to probe for the source of the noise.

Did you try locating to another wall outlet and see if that clears up the noise?

I dont know if the frametime issue is caused by cpu bottleneck.
You might want to also share screenshots of your timeframe graph. What resolution are you taxing the system with?

Straight Power 11 is only 80+ Gold, but Straight Power 12 is only 80+ Platinum. So, OP has far better Straight Power 12 PSU. If it would be Straight Power 11, things would be worse.

Do you still have the issue with PSU? Since it sounds like you described old issue with old PSU.

In-game stutters, however, are far harder to diagnose. Could be due to the software conflict, could be due to the hardware (usually to do with RAM).

The psu is straight power 11, 750w platinum.
BIOS version is 7C91v28 and i didn't clear CMOS.
I have not tried another outlet since the sound is pretty rare to appear and there is no another outlet near the desk for my UPS.
The time that the sound appeared for more than a few seconds, my pc was loading graphics for STALKER 2 and the fans were pretty audible since the cpu had temp 75. I know that it sounds like coil whine of GPU but after a few minutes i closed all programs, shut down the pc, turned the switch if PSU to off and the sound was still there. After unplugging the power cable the sound was gone and when i replugged it was there again. It is coming from the connection of IEC.
The resolution is 1440p and after testing the games with msi afterburner i set the graphics quality for decent frames above 60. I will upload the frametime graph soon.

I still have the issue. Im just saying that i had another PSU of Bequiet for like a week, a cheaper one and i got a refund because i was hearing the electrical sound from PSU very often and they tested it and it was faulty. The new one is in my pc for 1 year and i had not heared anything strange until now. Except for some interference-like sounds in my headset that i was ignoring and then they were gone months ago.
About the frametime issue and the RAM, i read some forums and tested them with a full MEMTEST which was passed successfully.

Based on reviews, the Straight Power 11 Platinum is upgrade over the initial Straight Power 11 Gold, initially released in 2018, while Platinum came out in 2020.
Platinum version of it has reviewed well, except the short warranty it has, only 5 years. While other brands would offer their same-level PSUs 10 years of warranty (or even 12 years, as Seasonic does).
Still, PSU is built well and i don't think it would have some underlying fault. PSU coil whine is quite common and some PSUs are more prone to it than others. Coil whine doesn't damage the PSU in any way. It only annoys the user, when sensitive to this kind of sound.

Interference sound is most likely due to the poor EMI filter. Could be the one inside the PSU or could be the one inside the headset. When you next time hear the interference, unplug your headset from PC and replug it. Look if interference goes away. If it does, issue is most likely with headset.

1 full pass (all 15 tests) is bare minimum. 2 full passes are better while 4 full passes is considered sufficient.

Since stutters are currently unknown, if caused by software or hardware, it is difficult to troubleshoot it.

But i'd 1st wipe the OS and make clean Win install. This gets rid of software issues and bloatware. Malware too (except firmware rootkits).
So, wipe the OS, install game back and launch it. Look if stutters are gone. If they are, install other software you usually have, like Discord and/or game capture software (when using it). If the stutters come back in the mean time, you can pinpoint at which point games started to stutter. For some people, it is due to Discord. For others, due to another software that controls their (A)RGB lights. Overall, there can be plenty of possible conflicts between software.

If the game stutters as soon as OS is new + game on it, but without any other 3rd party programs, then it would be good time to look towards hardware issues.
As of RAM, usually it has come down to either RAM amount or folks running single-channel RAM, instead of dual-channel RAM. Sometimes, even RAM frequency can cause stutters. So, when XMP causes stutters, try running JEDEC speeds.
