Bad performance with r9 290?

Hi,

I bought an ASUS r9 290 OC Edition a few days ago. I expected i could run (almost) all games on ultra, but when I tested it with tomb raider, it wasn't really fluid at all times.

I sometimes have servere drops to 25 fps!
Sometimes it does get up to 60 fps, but sometimes it is also 'stuck' at 40 fps.

I was thinking of a CPU bottleneck, but when I monitored all my cpu cores this was not the case. No single core was ever above or at 80%.

GPU temps are also not the problem because they never get higher then 72 degrees celcius.
CPU temps are also not too hot.

I have already tried to reinstall my drivers with DDU, but this didn't help.

My pc specs are:

CPU: AMD Phenom II x6 1100T + Cooler Master Hyper 612S cooler
GPU: ASUS R9 290 DirectCU II OC Edition
PSU: Antec TruePower Blue 750W.
Mobo: Asrock 990FX Extreme 4
Memory: Adata XPG Gaming V2 12GB DDR3-2000 CL9 triple kit

What could it be?

it isnt hard to overclock AMD processors

Disable all fancy power saver features like cool and quiet etc
set cpu settings to manual
raise the voltage to one step higher
raise the multiplier to 4ghz

Running stable (untill now.. prime95 is still running) @ 3.96Ghz now. Seems like a high enough speed for me. My memory is running at 1333Mhz now, but the official website states: "1600 to 2400 Mhz".
How can I change this?
