Bad PSU or GPU?

Just finished my scavenger pc, installed windows 7 64 bit but i left the card in the pc but without the pcie power cable (was using on board igpu), installed the drivers and when i was about to install geforce experience, it said no compatible card found, connected the pcie cable back (woops) tried again and the same, the gpu fans run at max when i start it up and i remembered the gpu worked before, i checked the voltages in speccy and the 3.3 volts were at 3.3, 5v at 3, 12volts at 3,but the system ran stable? isn't it supposed to not even turn on it those readings are true?

CPU: Intel i3 4150
MOBO: Gigabyte GA-B85M-DS3H-A
GPU: 550 ti 2Gb
PSU: ULTRA LSP series v2 professional 550w (i think, reference image from ebay: http:// , sorry if this isn't the correct way to share an image for reference.)
RAM: 2x2Gb
OS: Windows 7 64 bit
HDD: 320G 7200rpm main drive
2nd HDD: 1T secondary drive
