Bad "ripple" effect refresh rate with many different games.

I have recently had a problem with almost all my games (Such as ETS 2 ATS OMSI or even Cities skylines). When I move around quickly, it causes the game to sort of ripple what I just did and it is very noticeable. Does it have to do with my Vizio 24" 2015 Smart TV I use as a monitor? It is said to have an effectable 60 for refresh rates, and that's what I set it to in-game, along with v-synch.

So what exactly is the problem? Could it be my r9-390 sapphire nitro?

What kind of cable are you using and how do the games play that have the effect run on your computer from a scale of 1-10?

It's the Vizio hdmi cable ( I have many other hdmi cables too). Every game maxes out at about 60fps

Try not only putting your max refresh rate at 60 but FPS too. And when i said what kind of HDMI cable, I ment version, IE 1.4, 2.0, 2.1 ETC

nvm. it was the tv with some weird motion blur. I replaced the tv. All good!
