Question Bad stuttering in every game, could Ryzen be the issue ?

I have a high end pc, and in every single game I get bad stuttering.
I was getting it on my rtx 3090 and went to a 6900xt, still got it.
Got a new PSU ( Super Flower Leadex Platinum SE 1000W )
Upgraded my ryzen 5 3600 to a ryzen 9 5900x. Upgraded to a x570 taichi, 32gb of ram, a 2tb 980 pro, still happens. The only thing that has been constant throughout these upgrades is ryzen.
Do you think this could possibly be a ryzen issue? I am now wondering if I should go to intel and see if that fixes it, but I wanted opinions before I went through that nightmare.
Its the only thing I can think of at this point, it was happening on my old ryzen 5 3600 machine, everything on my current pc is new and its still happening. This didnt happen when I had a 2500k

I have watched temps in HWmonitor, theyre all fine. Ive set all cores to 3.6ghz on my cpu so theyre not all jumping around. Different ram. Putting settings on lowest they can go.

Is there a software that could turn off absolutely all processes and everything running except the game to make sure it's not a software issue? I'm running out of things to think of

Can you think of anything else? I cant. I am at a complete loss.
Not my cables, monitor, peripherals, temps. The only reason I think CPU is because this is a complete new build compared to my old one which was doing it except RAM and Ryzen

If it were cables or my monitor it wouldnt show up in recordings would it?

Did you check to make sure that there wasnt a spare motherboard standoff screw when you did the build? That could be causing a short on the motherboard. Since you used the same RAM as the last system it would be a good idea to test it.

Ill have a look, I imagine thatll take quite a while to check thanks

edit; something interesting of note. Its constant in cold war. If I turn off 4k textures it stops doing it, like its completely smooth as butter

Check the settings for anything obvious. It may just be the architecture of the card itself. Test at -10% if you cannot get it lower through settings options.
Turning off all services rules out all software doesnt it?
Other than peripherals, monitor, and software it must be something hardware, but it was doing it on my old build too. This build is entirely new except the RAM, its ryzen.

I did some research. It couldnt be that my house is giving my pc dirty power surely?

I was referring to the MSI afterburner settings to unlock the power limiter slider.

Okay, lets DL latency mon and see what it has to say about the stuttering. Run this application in the background as play games. It will show what if anything is causing high latency spikes. The program is pretty self explanatory and obvious how to read what is causing a stutter. Post back a picture of the application after running alongside a game.

Wasnt sure which page you wanted a pic of. Anything stand out? That was a full match with it happening constantly
Do those hardfaults mean I should add more RAM ? I looked up the pagefaults on google. It said it was due to the pagefile size. I increased it from auto to 46gb ( google said to make it 1.5x your physical ram size )
