Banner/message software?

Is there software out there that can be used to display a message on a dumb terminal. That also allows and administrator to easily change the message from a different computer?

I ask this because A group of people at the company that I work for would like to put out company announcements on the touch screen computers that the workers use to clock in and out on. They would also like to easily be able to change the messages 2-3 times a day depending on what shift is working.
