Barbarian attack rating question.

At level 30 my Axeman Barbarian has rescued Atma from her icy prison.
But I've noticed his percentage to hit certain enemies can drop to as
low as 67%. So, what is the best way to raise AR for a Barbarian? Should
I put more points in Dexterity? Or should I focus on raising Axe
Mastery? Or would I be better served collecting equipment with bonus AR?

He's still wearing the full Hsarus set with Iratha Coil, Arctic Mitts
and the amulet and ring from Cathan's Traps (also has a +25 lightning
resist ring). At the moment he's using a war axe socketed with the rune
word Steel.

Incidentally, I didn't know 'Cannot be frozen' applied to Diablo's
chilling attack. My Barbarian cut loose on the big guy without being
chilled once. Cool eh?

Chance to Hit for Melee Attacks: 100 * AR / (AR + DR) * 2 * alvl /
(alvl + dlvl)

A Frozen Horror (the icy shatter-on-death dude), for example, is lvl
37 and has 224 Defense in Normal difficulty. So your chance in
hitting it, assuming you have 500 AR, will be:

100 * 500 / (500 + 224) * 2 * 30/(30+37)
= 61%

Now, if your barb were lvl 40 instead, the chance to hit will be:

100 * 500 / 724 * 2 * 40 / (40+37)
= 71%

As you can see, both your AR (which comes from dex, combat mastery,
combat skill, equipment, charms, and determination-to-hit) as well
as the difference between you and the monsters, play a major role in
calculating how good you can hit them. A lvl 21 barb with ~2k AR
has about 40% chance to hit Normal Baal (lvl 60).

well, 67% isn't that bad. To some degree, it depends on your main
attack. Frenzy and Concentrate and Axe Mastery all have +x% to AR. If you
stay with axes, maxing Axe Mastery is a must, I think. That alone will
give you 180% AR at level 20 (without +skills).

Level 20 Concentrate also adds another 250% AR. You should put as many
points into Dex as you can afford without neglecting Vitality.

An easy way to raise AR is the Angelic ring/amulet combo. This raises AR
by x points per level.

I have crafted axes with +AR per level, that add +1369 AR at level 83.
And about 200%-250% Enhanced damage. But the required level is 59.

At level 30, your best option is the Angelic combo, if you can spare the
amulet/ring spaces.

And make sure you are in the right area for your char level. Level 30
should be in Act4 or Act5 normal. Look here:

Okay. Should I max out Axe Master before piling too many points into
Battle Orders ?

Concentrate will be my main attack (once I get some mana leech).

If I can get better resist's then I can swap ring and amulet. At the
moment I have the Cathan ring/amulet combo, mainly for the fire damage
bonus.

How many points do you have in Axe Mastery now? I generally put 10 into the
mastery of choice right in the beginning, and then save points for my other
skills. Then if I have enough later in the game, I might add some more. If
you can scrounge up an Angelic Ring and Ammy, that would fix you for quite
awhile as well. I'm assuming this is SP though?

If you have any gold, you should be able to gamble some good resist gloves n
boots here pretty quick.

Hey, doesn't Sigons add some AR too?
I think the hat and boots add some AR, but I can't remember how much.

Nope, Battlenet ladder HC. I have 13 points in Axe Mastery. I've got all
parts of Angelic set except the amulet. Typical!

My Geomancer once crafted a casters amulet that +1 to all druid skills.
See, perfect amethysts can be useful. :)

Hsarus gives me 201 AR, but not level based.
