Barebone Kits

Hello all, I have recently been looking at barebone kits, and have been wondering if they came with an OS and all the cables necessary (SATA...). If you would like to find me a better one, (which would be most appreciated) it must be from a Canadian vendor. Preferably tigerdirect.ca as they are the only one that I have found that sell barebone kits. My budget is $400 (with an OS, hard drive, cables etc.) and am really not interested in anything without all the components necessary. Also, I would prefer an AMD FX series processor, but would take an Intel if the price is right. A video card is also NECESSARY! Thanks a lot in advance!

P.S. I have been looking into building one myself, but with having to buy an OS separate, it's really just not viable. If, however, you can build one with all the parts coming into under $450, I would look at that as well.
 
the barebone kit do not have a os you will have to buy one and does not include the graphic card. try this link for building one and post back your choice so someone will look at it and give you help to optimize it ,but maybe you wil have to put more fund in the build .http://ca.pcpartpicker.com/
