I want to put together a Windows Server that will sit in my home office. Most of the time, it will sit idle doing nothing much, but when used it will be for testing various database servers on Hyper-V. It doesn't have to be fast, just usable. I intend to put together a system with 128GB of RAM and reasonably fast NVMe SSD's. The most important thing, however, is that I don't want it to run hot and make much of a noise. So the cooler and quieter I can get it when it's not doing anything the better. My first thought is to go with the i5-12600T. It looks like it will be sufficient for what I need. My question is, can this run with an extremely quiet fan or even without one?

As I said, performance is less important than quiet when it's not doing anything. It's a fairly low-profile case but ideally, I'd run with just a heatsink.
