Battery Bank not charging.

I bought a battery bank a few months ago. It is an PB-T5 20000mAh Portable Charger with Quick Charge 2.0 & Lightning Input. I have used and depleted it about 3 full times. Now, when I plug in my samsung's USB charger into the wall and the bank (the micro usb "in") it doesnt charge. Well, maybe it does but I left it for more than 9 hours and it still give me a red light telling me that there is only 0 -10 % remaining. I tried to see if it was just the light but i could only get 10 minutes of charging from it into my phone. Please help me.

Have you tried using a different USB/wall part or charging it from a computer?

Yep. No change.

Have you tried a different charge cable (micro USB)? It could be a dead battery though. Was it left completely flat for days/weeks as Lithium batteries don't like this.
