Battlefield 1 Low GPU Usage GTX 980Ti

ive been playing battlefield 1 since beta and ive noticed alot of issues that im experiencing atm. i play on a 1080p 144hz monitor so i need as many frames as i can get. on the beta i remember having the settings maxed out and having no issues with stuttering and frame dips. i remember my CPU hovering around 70-80%, and my GPU being maxed out at 99-100%. but recently im beginning to experience massive fps dips from 130~fps - 50~ fps. and stuttering. ive tried enabling DX12 but that has no difference from DX11 now my CPU Usage is always at 100%, leaving my GPU with only 60-90% usage. i was playing multiplayer on the same map as beta.

my settings are set to Ultra, no VSYNC. my FPS Cap is set to 200. my FOV is 100.

So basically you are CPU constrained, who would have thought. Since I don't play BF1 this reddit seems like a pretty good start. The disabling of shadow play and changing the "RenderDevice.RenderAheadLimit" seem like the good ones to try out.
