Battlefield 1 Sharp FPS Drops

I have a GTX 1060 6GB, Intel Core i5 4590, 16 GBs of DDR3 RAM, and my game is loaded onto a Samsung 850 EVO SSD. I know my processor does not meet the recommend specifications for my processor. When I play I get a locked 60 FPS but I get severe FPS drops in TDM and conquest alike. When I run MSI afterburner to check GPU and CPU usage, they're both about the same at about 80% usage and most of my lags don't change the usage of either, but at certain points in conquest games (seemingly at random) my CPU usage skyrockets to 96-99% usage (I have never seen my GPU do that) and the FPS is as unstable as ever. Some notable moments of FPS lag I get is when I get killed there is a random lag spike practically every time, and when the game zooms in and out of the map after I die and when I am spawning back. I was wondering if my sole problem is the processor, and if I were to get a new one if it would fix my issue. Also, I was wondering what processor I should get for it. I would like it to be Intel and for it not to need to be overclocked right off the bat because I don't want to have to get a new cooler and motherboard. I would also want it to be usable for 3-4 years before needing an upgrade. I do no video editing or rendering. Thank you.

Well, on my experience, even at 4.4ghz I will see the odd FPS drop but only on conquest or big big maps. TDM never.

No, since your CPU is approx 500mhz down and last gen so let's say about 20% slower, I am not surprised. Not alot you can do.

Make sure dx11 is select, not dx12 with that nvidia card as well.
