Battlefield 4 fps locked at 20-22 in Low or Ultra Settings

I'm running:
AMD A10-6700
Nvidia GTX 780
16G Ram

For some reason BF4 will only run at between 20 and 22 frames per second regardless of graphics settings. I've re-installed everything with no luck and tried with V-Sync on/off with no luck.

I asked on the EA help forums and they gave me a list of stuff to try (http://answers.ea.com/t5/Battlefield-4/FPS-stuck-at-20-on-Low-or-Ultra-Graphics-Settings/m-p/3749795#M152094) and none of it made any difference.

The CPU and GPU are running no higher than 60% utilization so I don't think there's a bottleneck.

Just wondering if anyone might have any idea's on what I can try next.
 
Is this at 1440p? I know it isn't but something isn't right. Are you using fraps and recording over time rather than using a single value?

There is no bottleneck here but the A10 is not good for high end GPUs. It will hold it back compared to a i5. If you really want a high end gaming experience you gotta switch to i5 and get a new mobo too.
 
Well for one, your GPU is insanely good and your processor is very.... Mediocre. That's a pretty crazy combination. I would say a minimum for that GPU not to be bottle necked would be an i5-4670 or 4690. Your geekbench is right at 6000, an i5 would be twice that. Also, BF4 is known to be very processor heavy. Still.... at lower settings/resolution you should be getting decent results. (Unless you're online) In which case, that is very CPU intensive and explains your frame rates.
 
It is very much my plan to update my CPU and Mobo. However their mediocrity doesn't explain what's going on with my framerate right now.

Online or Offline, in the game or in the menu screen my Framerate alternates between 20-22 fps. In low or ultra settings it doesn't matter. I just downloaded FRAPS to see if there were any large fluctuations or anything like that and FRAPs gives me the same number.
