I was reading the recommended settings for BF Hardline and the recommended OS was Windows 8 64 bit. My question is since I have Windows 7 Home Premium 64 bit, will I not be able to play Hardline?

Battlefield Hardline will still work on Windows 7. It just runs better on Windows 8.

Yes, but you can improve performance by unparking all CPU cores.

Not necessarily more frames, I personally love Windows 8 but if your debating on upgrading a OS over a game it's not going to be worth the difference, as long as you have a decent GPU the game will work fine on windows 7.
