As per the title. This is with all settings on ether low or off. What would you recommendation to upgrade?

For perspective I'm used to Battlefield 4 running at 100fps 1080 144ghz.

Specs are:

CPU: i5-6400
GPU: Nvidia GTX 970
RAM: 8GB
HDD: 1TB
MBD: Asus G11CD

Also Call Of Duty Blackout is similarly slow.

Solution
Well if you were to get a 8400 you'd have to replace the motherboard as the 8th gen Intel CPU's are only supported on H310/B360/H370/Z370 & Z390 board. Between the 6700K/7700K & Ryzen 2600 I'd take the 2600 as it puts you on a better price to performance platform that actually has a upgrade path until 2020. As for your current single stick it would be possible to add another however even if it's identical there's a small chance that it may not work or cause stability issues which is why memory is tested together and sold in kits.
Ah ok. Whats the reason behind not being able to use more modern CPU's, say a i5-8400? Wattage or something?

Here in the UK the i7-6700k costs £240, the i7-7700K £250 and the Ryzen 2600/B450 Board & 16gb DDR4 costs roughly £300.

Plus my RAM is a single 8GB one. Would you reccomend getting a further 8 for the other slot if I go with the i7. Or is it not necessary?

Actually I got that pricing wrong the Ryzen, board and RAM would be £340. I think I'll go with the cheaper option, the i7-7700K. I'm guessing I can use the old cooling fan with a dab of thermal paste right?

Before you go spend money, recommend you see whether the cpu or gpu is at 100% as thats the one to replace first tho you do probably need both.

Bring up task manager, go to performance, right-click graph and select logical cores. Maximize the window. Play BFV for 5-10 minutes then tab out and compare cpu utilization vs gpu.

BFV is very hard on both cpu and gpu. With a 1070 I had to use Jackfrags “tryhard” settings to see 90fps at 1440p so nearly everything on low (textures ultra).

I wouldnt use an intel cooler with a 7700k but you can give it a try. Since you wont be overclocking there is a chance it will be sufficient if you have good case airflow.

Not going to have the clearance, of all the 120mm ones I've looked at none will fit, my case is kinda slim. Looks like I'll have to go with a 92mm. The best I could find were:

Be Quiet Pure Rock Slim 92mm
Cryorig M9 92mm
Cryorig M9i twin 92mm fans

What do you guys think?

I have a 6600k and can't always maintain above 60fps no matter the settings, get frequent drops with a 1070ti and 16gb RAM.
You will need at a minimum a 6700k/7700k to run that game smoothly. 6 or 8 core CPUs preferably (stay way from AMD FX!!).

Thanks guys for your help. In the end I went with the i7-6700k and the Be Quiet Pure Rock Slim cooler. The Pure Rock seems to have good reviews and it was super cheap on Amazon UK.
