Belkin mouse problem

I got a new mouse and I haven't had this issue with a mouse before. Basically, on my desktop, my mouse works fine. However, in fps games a weird problem occurs - with small flick movements it works fine, but with medium-ish to big swipes on my mouse pad the crosshair (in the game) moves slower than the speed I swipe, and it also moves after I finish swiping (is this mouse accel?). I have raw in put enabled in game, and mouse accel turned off in game and in windows 7. It could be a driver issue, but I don't know how to find out if it's even a driver problem, or how to fix it. I'm using a belkin mouse f5m010qblk. Thanks for your time!
 
You used brand new batteries right? I sometimes take batteries out of old remote controls when I buy something that requires batteries and forget to get a pack of batteries for that device.
