Best $100 graphics card

Now when I say I need a $100 graphics card I mean I need a good graphics card for $100 or less. I do NOT mean that I need a $100.01 graphics card because that is out of my budget range. And with that understood, I need a nice graphics card that would go good in this build http://pcpartpicker.com/p/knP7dC Is the graphics card I already have good enough? It has 4GB VRam for $100 but I still want to know if I can get a better card. Some people have been telling me to get the r7 250x http://www.newegg.com/Product/Product.aspx?Item=N82E16814131559 But I am still not sure. Are any of these two the BEST graphics card for $100 or less or can I get a better graphics card?

All of those cards are over budget. The list is over a year and a half old though, and most of them have definitely come down.
If you do not feel comfortable with a refurbished card (which will have been tested), you can get a new R7 250X: http://www.newegg.com/Product/Product.aspx?Item=N82E16814127791 You may safely ignore the few poor reviews, which look to be due to software problems, review of a different product, or otherwise reflect on incompetence in the "reviewer."

Relative performance from the better performing to worse performing card. These prices can change depending on the price cuts, rebates etc but they are roughly like this. So there is the most suitable card depending on what you can afford to pay"
