I am new to building computers and I was looking for some ideas on what RAM to get for my system. Looking to spend under 150$.

DarkDevil9, if you don't use onboard graphics where higher frequency memory benefits and aren't too fussed about benchmarks just make it simple and go with memory speeds your board is native with without OC/overclocking, there will be no difference. 1600Mhz will be fine with Cas latency of 9 is perfect.

Your motherboard memory specs:
- Dual Channel DDR3 memory technology
- 4 x DDR3 DIMM slots
- Supports DDR3 2800+(OC)/2400(OC)/2133(OC)/1866(OC)/1600/1333/1066 non-ECC, un-buffered
 
Your motherboard is designed around 1600 and lower. Anything higher will require an OC as they describe it through XMP. Its the norm these days, i think the boards can take it without the bs sales. Anyway just to be safe, i wouldn't rely populating all memory slots expecting the same frequency reliably.
 
I already bought the g skill ripjaws 2133mhz. What means that my mobo supports 2133 with OC? I need to select xmp profile and change frequency to 2133?

Select XMP profile 1 in the BIOS under DRAM settings.

You can mount the FAN UP A TAD HIGHER ON THE HEATSINK TO CLEAR RAM OR USE THE 2 SLOTS LIKE YOU SUGGESTED.
