I hope this is the proper place to post this question if not my apologies ...

I'm fairly decided about the particular specs I chose on my upcoming PC build however I'm hoping that it'll be powerful enough to run Andromeda in 4K, the GPU i chose EVGA GeForce GTX 1060 FTW+ DT GAMING ACX 3.0 sounds really good with speeds faster than the 980Ti and enough room for OC capabilities however when it comes to mention of 4K resolution on this graphics card I don't really get the answer I'm looking for. The cheapest 4K monitor I could find is around $400 which if I can get the best ME gaming experience I'll swallow it because this is a highly anticipated game, I've been highly anticipating it. Watching a demo the author of the video suggested that if you cannot run the _video_ in 4K then stop the vid and return with a 4K monitor... So that's why I'm worried that this card will be enough power to play this game in 4K and if it is a wise decision buying a 4K monitor to use with it. Thanks in advance for any advice on this ...

A 1060 might be able to do andromeda in 4k, however we don't know what the system requirements will be for that game. I'm sure you will be able to play andromeda at 4k with a 1060 but I have no idea at what settings or framerate that will be. Like others have said a 1060 is not more powerful than a 980 ti. I would be looking at at least a 1070 if you have a 4k monitor and plan on playing triple a titles like andromeda. A 1070 won't me maxing out modern titles at 4k 60fps+ but it should be able to play most games at decent settings 60fps.

I personally would MUCH rather have a high refresh rate 1440p monitor than some cheap 60hz 4k monitor, pixels aren't everything. And that would be more suitable for something like a 1060 or 1070.
GTX 1060 is not faster than 980TI, not even close. GTX 1060 won't be sufficient for 4k gaming and decent framerates. Even single GTX 1080 barely can give you playable framerates at 4k.
Here is an example of 1060 capabilities in modern games at 1080/1440p.
