I need a 92mm fan which has very good static pressure, high CFM and is also fairly quiet. It should be around £3-£9 ($6-$12). I will be using it on my HTPC for a Raijintek Aidos heatsink.
I think you have conflicting requirements. Quiet and high CFM don't usually mix, especially in smaller fans. Pricewise I'm not sure you will find anything you want to use for that amount.

Do you think static pressure is the main focus, if using the fan for a CPU cooler or radiator?
Yes, but they don't really advertise static pressure fans at that size. Most radiators start at 120mm fan mounts and up.

Everything else out there just seems to be the run of the mill high speed loud 92mm fan.
The thing is that I would get a cooler which uses a 120mm fan, but it wouldn't fit in my case (Corsair Carbide 100R). I don't think the Arctic F9 PWM will be great for static pressure, even though it has great reviews. A few reviews for the Fractal say that it doesn't move enough air. However, the Noctua and the Zalman have really good reviews. They both look good too. I'll compare both and get back to you.
Only 92mm fan in my possession is a slim scythe (PK-2000 or something, not quite sure). It is decent, but I was using it to cool an 18W TDP AMD E350 that already has designed to be passive (But mine has always run a little warm, runs a NAS server now, used to be my everyday desktop)
