Best Bang for your Buck Heatsink or Liquid Cooling?

So i'm intrested in overclocking my phenom ii 965BE but i need a new cooler.So here is my question i ask to you guys...
What would be the best bang for your buck heatsink i could get with $90.

Just because other people have reached those clocks, doesn't necessarily mean you will, too. Hardware is different, and depending on the system as a whole, you might have completely different results.

Considering you were using GUI based tools to clock your CPU/board, i'd say that is part of your problem. All good, solid OC's come from BIOS clocking, testing and setting values.

Yes bios clocking is the way to go but there is more than one advantage of using AMD Overdrive;
This program was created buy the experts in overclocking field ,it's very simple to use..all you have to do is bump the multiplier or voltage and all the other settings(HT ref./mem voltage/NB-SB ,..)will be adjusted automatically for you
The biggest advantage is to be able to boot and if you set your setting wrong it will pic up last stable clock,it's pretty much dummy proof

I know that ASUS and EVGA have both tried this, and its hit or miss.
