I'm looking into getting a 2TB HDD at 7200RPM that won't break the bank too heavily. However, I want to make sure i'm getting the best option for reliability. Any suggestions would be appreciated.

Seagate used to do good drives up to the Barracuda 12, since then they appear to struggle with quality control.
You can get a really good drive
Or it might fail after 16 months, a reasonable number do
If you got a lot of crucial data I'd stay away from them
If it just runs windows and a few games it's fine

Depends on what you're planning to do with it
5400 RPM HDDs are usually more durable since they spin slower. Therefore they are slower than 7.200Rpm drives.
I wouldn't put my OS or demanding games on that drive, while I would put my docs and photos on it
