A B250 motherboard can be found for about the same price which will support the G4560. Your friend will require a Skylake processor to run on a B150 motherboard before he can update BIOS. Updating the bios is just a single download click from the manufacturer site and an auto installation so that's no problem at all. But the motherboard won't run without an update on a Kaby Lake processor.
You would need a skylake CPU to update the bios. Depends where you buy it but some places will update for you and also local pc shops will do it pretty cheaply.

Yes, unless you can go to a local store which can add in a Skylake processor and update for you.
But I saw the price and I'm sure he can get a B250 motherboard in that budget, where is he buying from?
