Best budget CPU for the RX 460?

Hello!
I currently have an AMD A4-5300 APU and an RX 460. I am planning to upgrade my CPU because I am not really getting the most out of my GPU.

MOBO: ECS A55F2-M3
RAM: 4GB DDR3

I'm looking for a budget CPU (preferably less than $100) that will not bottleneck my GPU.

what country are you in ??
the issue is your board only supports upto the richland fm2 chips & these are fairly old now & hard to get hold of - what stock there is is overpriced.

While a better platform is preferable, you're not going to get a motherboard and a CPU worth upgrading to for under $100.
