Greeting, so as the title said, what is the best budget CPU paired with the GTX1660 ti?

ryzen5 2600.. you can go with i5 9400 but with AMD u can overclock it and it also come with 6more threads

You could probably get away with a 1200/2200G but 4 cores really isn't enough for newer games.

What about the i5 8400? If it's for gaming purpose only

For pure gaming purpose Intel provides best out of the box performance without any fuss, runs silent and cool.
8400/9400 same unit with slight boost in frequency for the latter.
I would suggest get the cheapest out of those two if you are going with Intel.

Now Ryzen offers better performance in productivity scenes where the extra threads shines, but needs overclocking, silicon lottery to minimize the gaming gap.

if you want cheap and dont care about a small bottleneck i3 8100 will work

Ryzen 5 1600 or 2600. I wouldn't recommend an i3 or i5.
