Question Best budget Replacement for Ryzen 2700X

Considering replacing Ryzen 2700X. What's a solid option for a light to moderate gamer? Not looking to upgrade any other piece except maybe RAM. Or is this sufficient? My main concern is I routinely see my CPU running at 100%. Is this the "new Normal"?

mobo: MSIx470 gaming plus
ram: Crucial Ballistix Sport LT 2400 MHz DDR4 DRAM Desktop Gaming Memory Kit 16GB (8GBx2) CL16 BLS2K8G4D240FSEK (Red)
GPU: AMD Raedeon RX 6600xt
 
Budget is a relative term, how much are you willing to spend? Where are you located? Preferred site for purchase?

Not looking to upgrade any other piece except maybe RAM.

your ram is actually what's probably holding back some of your platform's performance as DDR4-3200MHz with tight latencies was the sweet spot for Ryzen platforms. If you went with an X570 chipset board, you could've dropped in a dual channel DDR4-3600MHz ram kit.

My main concern is I routinely see my CPU running at 100%. Is this the "new Normal"?
What sort of titles do you tax the system with and at what resolution?

BIOS version for your motherboard at this moment of time? Make, model and age of your PSU?

Webroot virus/malware.
CPU run at 100% idle often. I did just convert to UEFI and upgraded to Windows 11pro.

If it idles at 100% , it's not idle in any sense. Even slowest CPU shouldn't idle over 1-2%, something "fat" is running in the background ruining performance even under load. Better check what starts automatically (Autorun) and for malware.
If you just upgraded (in place upgrade) from W10, I'd suggest clean W11 installation as it carried all previous faults.

I look in task manager for what is taxing the system and nothing there indicates a heavy load. I killed Cortana a while back as the program was a bit of a memory/cpu usage thief and it really made 0 differences. I don't go to sketchy websites or anything like that so where would I pick up Vicious malware from? If I installed a fresh copy of windows 11 what would prevent me from picking up another bug just like it?

I did the clean install only keeping my files. CPU still running at 104-105%. So after doing some diagnostic work we believe the 600w PSU is not enough. CPU is trying to do more but cannot. Thermaltake GF1 850W suitable for this set up? Any complaints about it?

Seeing as CPUs cannot run at over 100% usage are you maybe talking about temperatures? If so and that's Fahrenheit it's fine, but if it's Celsius you have a big cooling problem.

A 600W PSU is more than enough for your system since under full CPU + GPU load you'd be looking at maybe 350W maximum.

Memory with that CPU is hit and miss since the Zen/Zen+ memory controller isn't very good. That means you're looking at 2933 being the only thing guaranteed to run, 3200 maybe and 3600 highly unlikely.

If you replace the CPU then a 5700X or 5700X3D are the best new options available on that platform. The 5700X is cheaper than the 5700X3D and uses less power under load so those would be the two reasons to pick it. The 5700X3D is the fastest CPU with retail availability AMD is selling for your platform.

If you replace the CPU then getting 32GB (2x 16GB) DDR4-3600 CL16 is the best with decent availability you can get. DDR4-3200 CL16 or DD4-3600 CL18 would be the more budget alternatives to this.

I took some screenshot of the hardware monitor but cannot post them for whatever reason. My computer guy downloaded some AMD (Master?) program and we were getting red numbers for the power setting. Like the CPU wanted more voltage that the PSU could not supply. Assumption was the PSU wasn't putting out enough V. Current readings from HWDiagnotic Monitor show CPU at 106% usage, high temp being 67.4C low being 55.5C. I'm not a computer tech so I rely on software to handle my CPU clocking/over clocking. This 470X MSI board has built in turbo core stuff in the bios. We also assume it is trying to over clock and the V is not there. We turned off the AMD booster in the BIOs and nothing changed. Tried to manually set a clock speed to see if we could get the voltage demand down and ended up having to reset the CMOS to get it to boot. It did not like the settings we tried. Some websites said the 600W PSU was enough other website recommended 750W minimum. If I have a problem with a program or are under powered a new CPU or RAM probably will not fix it so I'm listening to 2 of you guys now say things are happening here that should not be. I'm trying to figure out how to fix those things any additional help would be welcome.

This doesn't mean anything good or bad by itself. In Ryzen Master red just means it's hitting the limit which in this case should just be the CPU power limit. Now if the wattage being displayed was disproportionately low then that might indicate a problem, but it going into red just means the CPU is fully loaded.

Well those temperatures are fine if they're accurate, but seeing as the CPU usage figures are wrong I'm not sure whatever software you're using is accurate period.
 
106% CPU load means a 6% overclock above normal values in some MSI software.
Nothing wrong there .
Reinstalling windows and keeping your files does nothing but reinstall and update windows files.
It does not change any of your files or update to a new clean slate registry. Or get rid of any unwanted malware on your computer.
A waste of time unless you have "Windows file/s corruption".
As stated above. RED in ryzen master means the CPU is overheating or you are reaching the power limits set in BIOS available to the CPU.
Nothing wrong there either.
You are being held back by your slow ram on an older processor.
The bundle above is a solid upgrade with options for further upgrades.
