Best CPU and MOBO for a R9 380X

Okay so i just got a R9 380X and my CPU atm is a Phenom II X4 945, but it is horrible with my GPU with the Bottleneck, so i was wondering what CPU/MOBO set would be best, Preferably a better more expensive CPU than MOBO. I would rather have Intel aswell but i guess AMD works. I need it to be from 200-250 dollars at absolute max.

The board supports it, but the processors don't. The memory controller is on the processor and not the board. You're welcome to try it, and you may never have a problem, but Intel advises against it.
You could still go with the i5 4590 and H81 board, and reuse your DDR3. The Skylake i3 would be cheaper, and would be my choice, even with an H110 board. Either would be fine, the i5 will be slightly faster on average and the i3 has better upgrade options in the future.
 
You cannot use 1.5v DDR3 on that board. Skylake only (officially) supports 1.35v and lower DDR3. Using higher voltage memory risks damaging the memory controller. Some people do it anyway, and I haven't heard reports of damaged memory controllers yet, but I advise against it.

Solution
I'd suggest sticking with what you have. There's no real AMD upgrade, you'd be side-grading for games. Hold onto it until you're ready to move to an Intel platform.

Your RAM may run at 1.35v, but likely it's going to be unstable since it was designed to run at 1.5v.
