Best CPU Cooler for me?

I'm looking for a CPU cooler for my computer, I don't think a water cooler would fit in my case, or it might.

I am looking for as quiet as possible in the range of $25-$100 in USD.

Below are my current computer specs

My Computer Specs:
Case: Zalman Z11 Plus
CPU: Intel 4770k Overclocked 4.5Ghz
MOBO: Msi Gaming Z87-G45
RAM: 8Gb Ram G.Skill
Cooler: Cpu Cooler Hyper 212 Evo
Graphics Card: Evga Gtx 760 SC Acx 2.0 Stock
PSU: Ultra Professional LSP 750
**OS: Windows 7 64Bit
SSD: Crucial 275Gb (Arriving 10/26/16)
HDD: 1Tb HDD Boot (Seagate)
HDD: 1.5Tb HDD (Seagate)
HDD: 300Gb HDD (Seagate)
HDD: 500Gb HDD (Western Digital)
Ext HDD: 3Tb Ext Expansion (Seagate) (USB 3.0)

**I'm upgrading to Windows 10 Home 64 Bit when my new SSD and copy of Windows 10 arrives on 10/26/16.

Is your cpu oc'd to 4.5ghz right now? If so, what are your temps under load? If temps start getting into the mid/upper 70's C or higher and you're only at 4.2ghz then you'll likely want a better cooler. If you're getting temps around 70c under load and you're already at 4.5ghz then a new cooler won't help you too much other than dropping temps by a few degrees.

The 212 evo is a decent budget cooler but it's not the best cooler by any means. I'm not sure how well it will cool a 4770k at 4.5ghz under load. Something like this would be a decent performer for the price.

I'm a bit confused tbh. You state that you already have your CPU overclocked to 4.5Ghz, with the Hyper 212 Evo most likely. Do you notice something wrong with your overclock? High temperatures? Normally, the Hyper 212 Evo is good enough for 4.5 Ghz, indeed.
