Hey, I know this is kind of a noob question but I was wondering what is the best liquid or air cpu cooler there is. I am willing to spend any amount of money but I would not like to build my own liquid cooling loop. I am looking to achieve the maximum overclock on my i5-4670k. I am also using the NZXT h440 as my case.

i7's cooler is excellent, but it takes a lot of room in a case!

If you want reasonable (in size, performance, and application) I would recommend the Thermalright TRUE Spirit 120M(BW) Rev A air cooler. It performs well, especially for a single fan unit, and will not overlap memory slots on 95% of motherboards:

If you want a good water kit, I prefer the Corsair H90. It has a 140mm radiator that provides excellent cooling and comes with an installation ring, so installing it is easy. It seems to be a perfect match to your NZXT h440 exhaust fan area:

If you want ludicrous speed (and price), you can always take a look at a phase change cooler setup. It is basically what happens if a dorm fridge and an ATX computer have kids. And it costs as much as a cheaper used car (just for fun):

Due to the fact that I am planning to go with a much better cpu (When the new Intel's come out), and because my case has a large window, I would like to go with the Swiftech 240-x. I heard that Swiftech got sued and had to pull the 220-x out of the market but not the 240-x. The only place I saw that I could buy it from was Ebay and the shipping is $70. I was wondering if anyone here owns one of these coolers or could just tell me where I could buy one.

Thank you!

One benchmark showed it was marginally worse, the other showed it was the #1 cooler they ever tested. I would average them and say it's on par with the D-15.

"Overall, Raijintek Tisis is 3-5% behind the Noctua NH-D15, but its fans have lower rpm than Noctua's."

doesnt that mean its close/on par with it llol

No, the h100i is not one of the top water cooling systems but it's a system that can help him overclock his i5-4670k to the maximum.
